While I’m sure the technology manufacturing process could be applicable, some could not afford them because they will still have to pay/save for an entry fee to their beloved M-Dot races.

To be honest, this whole story sounds like complete bullshit if you ask me, I’m not buying it at all.
Everyone knows the rules, everyone knows that you have to get your equipment signed off by the governing body *way *in advance of the event and no team with any realistic prospect of a medal is going to show up to the pinnacle event of their very niche sport with non-compliant gear and risk being DQ’d.
The whole story just sounds like something that’s been “leaked” (read: “fed”) to the media to (1) give the event a bit more hype and exposure and/or (2) to get inside the heads of their competitors. It’s just complete nonsense from start to finish.
