My wife has show some interest in doing some Sprints so I want to encourage her. She is 5’4" with a 30" inseam. What size Bike frame should I be looking at?

Go to a bike store and get fitted.
I agree with the fitting comment, but to protect you from a bike store that just wants to offload some inventory- you will be looking at 47-50cm frames.

x3 on arranging for a fitting. I did not do so when I selected my first bike (Trek Road Bike) 2 years ago, just went with what the shop suggested based on my height, and after struggling (even more so than now) with my position, I went to a different shop and worked with a fitter to find the best adjustment for what I had… bottom line was the frame (49) was smaller than ideal. Before selecting my tri bike, I went through the FIST fitting… not only was the whole process a lot of fun, but I had extreme confidence in the bike frame being the best for me. I ended up with a 51 P2C.
By the way, I’m 5’3 with a 31 inch inseam. But I think those figures may be too general to really draw any conclusions on for your wife.
