Felt Compression plug help

Trying to reinstall the compression plug on my 2017 Felt IA 10 and I just cannot figure it out. I’m familiar with how these types of plugs work, but I can’t figure out how to tighten (expand) this one. A 4 mm Allen key fits from the bottom, but not from the top which I need to be able to turn the assembly bolt. Obviously I can’t turn it from the bottom as that’s inside the steer tube. A 3 mm is too small. Am I missing something? Am I not supposed to be able to insert an Allen key from the top and turn it to expand the plug? 4 mm seems too big and 3 seems too small.

If you hold the bottom and twist it by hand, can you get it to compress and expand like it should?

Yea but once I put the plug in the steer tube, I don’t see a way to “tighten to 5 Nm” like it says. The 4 mm Allen key does fit from the bottom, but not inserted from the top like I’ve seen others. So I can’t forte out how to tighten once installed

Can you disassemble the whole plug and spring and have a look at the bolt and head? It should be able to take a metric hex like you’re trying; unless the socket parts is stripped from someone going full ham on it

Is it a torx bit and not an allen bolt? Can you see the internals?

Is it possible the bottom hex was actually 3mm but is now stripped and only seems like the 4mm fits? Found this on the interweb from long ago…looks like same plug as yours and the 3mm worked coming in from the top

This is really useful, I have the same headset on a VR and couldn’t figure out how to tighten the bottom bolt. Will give the 3mm Allen key a try from the top and see if it fits through.

I’d previously seen a video that you tighten it whist out of the bike and just slot it in, making sure it’s a tight fit, but that didn’t seem right.
