Are the B16 and B12 frames identical aside from color scheme? I couldn’t identify any differences from the website and technical specs. Also, since the B12 frame is available as a frameset alone what are the odds I could convince a LBS to sell me the B16 with the B12 color scheme if in fact they are same?

Not exactly the same. There is a slightly different layup with the B12 that uses 100% 3k cosmetic weave on the outside of the frame before paint. This yeilds a slightly lighter frame and the reduced paint also allows a slightly lower weight.
It is largely insignificant in terms of performance, but if you had a gram scale and time you could discover the difference between a B12 and B16 frame. You can’t tell from the saddle.

No, there are material, lay up, internal bladder, and larger weight differences between the DA1 and DA2/3/4.
