Fathers Day is coming up and my Dad has fallen in love with cycling. He is riding a Cannondale Synapse and is looking to upgrade and become more ‘involved’ with his training.
What would you guys recommend/have to see for around $600?

$600 isn’t enough to upgrade his frame.
Maybe a gift card to a good LBS, so he can pick out a garmin, new shoes/clothing, etc?
Or he could put it towards new wheels?

Not a big fan of LBS. Seen some shady stuff go down when i worked there. A bit of a hit and miss to be honest.
Possible to get a rear PT?

Is he really that serious that he would make use of a powertap? If yes, then good idea. But for many it ends up being expensive eye candy. Maybe just buy him a garmin and other stuff. Or a gift card to Competitivecyclist.com.
He is an accountant and a huge numbers guy so the power tap/ power in general is something he would love.
Maybe a bit too soon for him but he would use the hell out of it.

the 54 frame may work. He is around 5,10/5,11 though i think a 56 may work better.
