Ebay Questions on Assos

I just saw some Assos S5 Fi Uno Bids on Ebay, and in the description it says this stuff about duty code??? is this legit:

My experience dealing with customs for anything like this has been atrocious. Generally, I now just refuse to buy or sell if the transaction involves customs of any kind, US or otherwise. The problem is that you can very often get dinged if you try to mis-match the insurance value and the commercial value. So if you want to protect something which costs X dollars to replace - but which has no commercial value - you can still get slammed. As an example, I sent MYSELF MY OWN RACE WHEELS to Canada, and got hit with like $75 in brokerage and duties because of the insured value I put on the wheels.
