I took it another way. The officer required him to stay and he kept trying to leave. Perhaps for this officer this was the safest way to subdue the person. I bet they think twice before disobeying an officer next time. If you think that is unfair, I’d suggest you see what happens when you try to walk a way from a police officer who is talking to you. I suspect it would go simllarly.

It depends on if the officer has detained you or not. If the officer has not detained you, then you are free to walk away. If you don’t want to talk to a cop, just ask that question. If they say no, then say have a good day and keep walking. If they say yes, then say you’re not saying anything until you speak to an attorney. And if they ask for your ID, just tell them your name, you don’t have to provide a physical ID unless you are driving a car(drivers license). But never provide a false name, because now you just committed a crime.
Who, exactly, is the “they” you are referring to? Golden Gate National Recreation Area? I don’t think the park service is “protecting illegals”. If you’re talking about the city of SF, you’re a posting in the wrong thread. Despite the title of this thread, this didn’t happen in San Francisco (city or county for that matter).

Uh sorry, no. First off, it’s a park ranger, not a cop. Secondly, this was for having dogs off-leash. The park ranger, if they were really that butt-hurt about the whole thing, could have called the cops - of course they probably would have told her not to waste their time.
Attacking the person when they were clearly not a threat is crossing the line. The taser is provided so that the ranger can defend herself if a situation turns ugly. Not to stop people from LEAVING. This ranger should be fired.
