It’s a safe bet that they’re probably the same as everyone else’s gripes, which haven’t changed for years…despite being discussed ad nauseam here on ST (often comically, more often just comically sad)
Just to start… USAT sanctioned courses without marshals but with safety concerns, comically flawed rankings system, and the inability to put on a good event even when labeling it the ‘superbowl’ of triathlons. I think in this specific graphic, he/she is poking fun at the quality of some ‘certified’ coaches.
Just looking at the .pdf of the platforms for people running for regional/national boards of directors… none of these main concerns were even mentioned. So unless the OP wants to get elected next year and change USAT from the inside…he/she will have to settle for airing moderately amusing posters about the ineptitude so often exhibited by USAT.

nevertheless, those running for election are doing so using their own names. and, no, i don’t get the sense this is just typical anti-government ranting. it seems this is personal. maybe i’m just tired of anti-government photoshopped pictures on posters. in any case, if you don’t mind, i’d like to know what the gentleman’s beef is.

you might want to look at the pan am, olympic, and WC medals earned since 2000, and give us a list (unless the U.S. didn’t win any medals, in which case you don’t need to count, and your point is taken). in the meantime, it might be instructive to remember that, as opposed to other countries, we have a university system that correctly soaks up our young talent, delivering them back to us as athletes who perhaps missed some formative years as professional triathletes, but did gain college educations that will stand them in good stead between the years of 35 and 85.
I’m not trying to make any point, merely pointing out one of the 4 obvious messages that the OP seems to be trying to make.
