what I will say I guess most people will be happy that stratman got Luis at the end of the run 0.04 sec vs 9 min 35 sec is a pretty good difference.
and as a rough guide
0 to 1min 30 very good
1.31 to 4 min good
4 to 8 not so good and at least a 2 min time penalty given if data could be analysed before runners hit 35 k on the run
8 to 12min fail and there should be at least a 5 min time penalty given
over 12 min prob deserves a dq
to add, my respect to Felix for publishing it , its a great educational tool and a bit of a hammer for the worst offenders.
