This letter from Terry Davis explains the changes Tri-California made to Beach City. The major change was that students 21 and older could not bring beer into the park. They had to buy beer from a vendor for $2.
I also like the statement at the end were Terry promises that if one volunteers this year, they will get “first priority” at volunteering next year.
