Breathing, neck vs shoulder rolling?

Okay, as a non swimmer, this stuff is just so hard. I am just reading the latest tri magazine, and it talks about breathing. It stated you should not move your hips to breath, just your neck. I have assumed one wants to roll their shoulders as one is breathing. I was told one needs to pretend on has an apple under the chin, and the only way to keep it there and breath is to roll the shoulders. But, now I have no idea what is correct. Gary, Mark, experts? :o(
