You mean tire and not wheel correct? if so yeah you can change them, but you should use good tires for riding outdoors.

if the wheel is just wobbling left and right a bike shop can true it for you cheaply
Don’t swap the wheels. Instead just turn the whole bike around and put the front end in the trainer.
This works, you may have to pedal harder though.
