Several years ago I sent a photograph of my golden retreiver to an artist in China. He did an absolutely beautiful oil painting and only charged $100. Unfortuntely I’ve lost the particuars but you may be able to find such a service on the internet.
I’m in missouri, but will ship anywhere.
Repainting a bike frame…
I can’t recommend anyone off the top of my head. I’m aware of several places, but I can’t comment on there pricing or actual results.

Great work, reasonable price, and relatively quick turnaround.
I sent my bike to WWW.spectrumpowderworks.com in Colorado Springs Co they did a great job. 
John Cobb painted my bike earlier this year and did a great job. I just spoke to him and he said he is still painting bikes. PM me if you want his number. Here is a pic of what he did for me before the decals were applied:
