Is it a newer model C2 rim? I suppose I don’t know the extent of the differences between the pre-2009 HED’s and the Singer 9, but I have a 21mm Vittoria Corsa Evo CX II on my '09 Stinger 9 which I think is the tire HED used for all of the wind tunnel testing and has been recommended as pairing very well with the wheel.

do you think you would feel much difference between the 19 and 22 conti.

From I have heard people tend to ride wider on back and thinner on front

I used a Veloflex Carbon on mine. I also had a Veloflex Servizio Corsa on hand but it was far too narrow on the rim. The base tape of the tubular was fully hidden under the rim. HED also recommended a 23mm tire for best performance.

As far as fast, you can check the rolling resistance data on biketechreview and go from there:

Fastest is not the best if you puncture. I have used Vittoria’s Crono several times and it is OK only for the cleanest roads (or “rough” track surfaces) as its puncture resistance is limited.

I have used with good results for a relatively long time Vittoria Corsa EVO CX 21 mm on that wheel and lately the newer version of that tire. IMO that 21 mm tire works very good but maybe one just a bit wider would seat better. I have never used that Conti tubular you mention, but if it is a bit wider that the EVO CX 21 mm it would be fine I guess.
