My team has used Voler for a few years, and they seem to be good value for the money. We looked at Champ Systems this year but the chamois is just not as good (a crucial factor) and looked at Capo also, but their prices were a bit high.
Don’t know about minimums exactly, but you’re in the ballpark, something like 20-25
I’ve used Pactimo, their high end cycling stuff is sweet (3 ridden double centuries, 3 200Ks, 2 12 hr mtn bike races, and a 2 man team at 24 hr mtn bike race in their stuff), minimum order is 5 pieces per style. Tri shorts are pretty good, nice leg pocket. Tri-top, hard to say as the only one I had was too small.

My relatively new cycling team just bought a set of Champion System kit - http://champ-sys.com/. Seems like really good gear. I own a couple of key pieces of Castelli, Campag and Exte Ondo kit that I LOVE but even after using them I’ll train and race in CS without regrets
Team One or Team Five are good options. Unlimited colours etc and good prices.
We have used Sugoi. Pads in both shorts for bike and tri are the best around. Good fit for everything. Nice vests and jackets too. 25 minimum on the order though.
The group i ride with has Louie Garneau which is nice but I have to say, my slowtwitch Desoto jersey is sweet and when paired up with my 400 mile shorts it is currently my favorite road kit…
Check out Epix Gear, they do cycling and triathlon (tri suits or tri tops, shorts). They can do personalized customization, so a custom design plus your name written on each piece, like ITU pro sets. We used DeSoto this year. Have previously used Sugoi and Louis Garneau. The process was SO EASY with DeSoto. Options were a little more limited, but the ease of the process really made it a good trade off. Price was reasonable. Will probably stick with them again this year. I would consider Louis again IF I had a huge team and was ordering a bunch of different stuff.

Our team has Hincapie. I think it was a 10 piece minimum. Everything was well priced, high quality and fits great. We got tri kits as well as cycling, in womens or mens. Highly recommended. Every race/ride we do we get lots of compliments. Womens bibs rock:) Sorry no pics yet.
