Well, any jacket warm enough for cycling will be too hot for running.
I’d move the search to craft and endura.

Castelli if you have skinny arms. Otherwise Gore (out of those two).
For running you’ll want a much lighter jacket and maybe a thermal moister wicking shirt. I use a hooded shirt made by Mountain Hardware.
A wind stopper undershirt cannot be recommended enough. I have one from Pearl Izumi and it is so effective I can go without a jacket down to pretty low temps (bike). It’s too hot for running in anything above 30.

For me so far:
Best for cycling: Assos Fugujack $600. (paid 200)
Keep the Assos for really cold days, if not you will cook.
Insane quality and looks amazing.
Best for running Sugoi Firewall 180: $150
Warm but not too much, looks good too.
Sugoi also works for the bike but not the other way around.

Mine is the previous version and all black.
The red or yellow ones would also get my ass kicked.
Black is stealth.

Check out Showers Pass. First tip if you are buying bad weather gear buy something made by a company located with bad weather. Their stuff is really nice and reasonably priced. All rain proof gear cant keep up with moisture elimination when you are exercising hard, so look for something with lots of vents.

Both jackets allow for layering and could be used for both sports. I dont own either but I am leaning towards getting the Pearl Izumi once the weather turns cooler.

I have a 53x11 coffee jacket by Volar I wear in Missoula when I go there and it is cold. I have a Verge that seems a tad warmer, and the Vermarc that costs twice as much and is about the same warmth. I bought what I thought a throw away KB jacket for like $20 on e-bay and it is just as warm as any of them and costs way less. I usually wear the jacket a Craft or Underarmor base a longsleeve jersey and any of those jackets and body heat is not a problem down to about 30 degrees. If it is much colder than that I fail to see the point of riding. I have bigger problems with nose, ears and toes than body warm.

Last winter, I had a bunch of run in the -°F and all I had was : LS Base layer + Cycling jersey + a Pearl Izumi windbreaker, got it on sale for $30 on PBK it’s not even one of the high end fancy P.I. windbreaker.
Warm enough. I simply added layers when it got closer to -40°F.
Generally, the best cycling specific clothing is cut to fit when in riding position. Assos feels great on the bike, but off the bike when you stand, it is not quite right.
If you want to double up, I’d look at the marmot windshirt. It acts like a wind breaker with a liner. Just mix up the baselayers to control the temperature.
