I personally like Giro Attack helmet. Fits comfortably and the science behind the work is impressive
Giro A2 hands down. They can be had new for $100 and they test well (within 1-3w of the fastest helmet for an individual) pretty consistently.
You can find the Bell Javelin in last year’s colors really cheap and it gets good reviews here.
Tape over the vents on a normal road helmet w/ packing tape.
You asked for aero helmet best bang for the buck - there it is.
If it were me and I wasn’t going to test I’d go with the Giro A2. usually a top 3 contender where as a lot of the other helmets on the market work well for 85% but not the 15%. Or work well for 15% but not the other 85%. If you don’t know where you fall, you can make a choice that could be faster than a road helmet or waaaaay faster.

I don’t know what data you’re looking at, none says the Evade is faster than the A2.

THIS. Except instead of packing tape, use window insulation and double sided tape. Works great for bad weather too!
What about Bell Javelin? I can be had for under $100. Anyone have any thoughts on the effect of taking off the eye shields on this and just wearing sunglasses?
If you can wear a small, I saw some Bell Javelins for $59 recently.

How to you define waaaaaay ?
What is the kind of delta you see between a good and bad aero helmet on an individual.
If I test the 6 helmets, say the A2, top Bell, top TriRudy, top Specialized, top LG, Bambino, do you see people with double digit watts between best and worst or is it 2-3 watts ?

Best value is spending about $80-$100. Make sure it fits – some, like the older Rudy Projects, only came in one size that was too small.
I got the Giro Advantage 2 for under $100, and have been happy with it. One thing that would maybe compel me to upgrade, is that newer helmets have been designed with better ventilation while claiming to still be more aero. But they are so expensive…
