Are all road bike (700c) disk brake wheels interchangeable?

Excuse my ignorance, but if I had two different brand bikes with disk bikes are the wheels built to be interchangeable?

Depends on what axle standard the hubs and frames have.

For the most part, yes. Where the rotor mounts is standardized relative to the dropout. Make sure that each rim isn’t too wide for the chainstays on each bike though.

Also while the rotor mounting plane is standardized, there is some tolerance associated with that. If you swap wheels the rotor won’t be in exactly the same place and you might get some rub. People sell shims to mount behind the rotor to try and match up your wheelsets if you’re frequently swapping wheels.

Also like others mentioned, the whole axle thing. Your wheels are likely QR or 142x12 through axle. A lot of wheels can fit on both with different end caps.

Front hubs can be quick-release, 12mm thru-axle, or 15mm thru-axle.

Rear hubs can be quick-release, 12x135 thru-axle, or 12x142 thru-axle.

That seems about right.

Oops, totally spaced on the front. Pretty unlikely that his wheels are 15mm front or 12x135 rear though.

Another thing to consider is rotor size. This is usually easy to change just by an adapter/shim of sorts to mount the caliper on, as well as buying a new rotor…but it’s yet another thing to consider.

15mm thru-axle is the most common for cyclocross forks.

The replies above are generally correct, but one issue not yet mentioned is end-caps. Some wheels (I.E. Zipp) use end-caps on the hubs that can be quickly changed to convert a wheel between 12mm thru-axle, 15mm thru-axle, or QR.

If you have wheels with this feature, you can then swap the wheels across bikes that use different mounting types.

Let me know when they standardize MTBs, which have been at this disc game for going on twenty years now. The goal is not to standardize. The goal is to come up with a new incompatible “standard” every couple of years.
