For large values of 3, yes. All approximate, of course. Since the Kona allocation numbers are in the small single digits and are based on number of entrants, a change of one Kona slot will skew your guess. The best way (other than waiting until June) would be to look at the number of entrants in each age group, then dividing each by the total number of entrants, and multiplying by 100.
Slot breakdown will be run identical to the way a race with 100 IM spots works … take a look at a race that has 100 IM spots and look at their breakdown. The 100 spots @ UK 70.3 were apparently gobbled up in no time!
That may be true, but I think I remember seeing that a 5:45ish time earned a slot in the 35-39 or 40-44 AG. Clearly, the slots won’t be anywhere near as hard to earn as Kona slots (in the near future, at least).
