I want to go tubeless with ENVE 7.8 but the smallest tire it will take is a 25mm. I have ENVE 4.5 now and I use a 23mm. Once I accidentally put a 25mm on it and it rubbed against the frame. If I get the ENVE 7.8 with a continental 5000 25mm am I going to have the same issue?
Understood you asked about a P3, but this info and photo may nonetheless help. I measure the 25c 5000TL on Enve 7.8 at 80psi at an actual 26.5mm across and that clears my P5-3 with plenty of room to spare:

There are no issues with the rear. There are set screws in the dropouts you may need to back out but you will have no issues.

The 25mm GP5000 seems to run only slightly larger than the 23mm GP4000, definitely smaller than the 25mm GP5000. That said, double check that GP5000 TLs are compatible with Enves as I know the AR line has a hookless bead that’s shouldn’t be used with the GP5000 TLs. Not sure about the rest of their wheels.
Running tubeless on my P3 with Vittoria tires. I have to run 23 mm in the front or it hits the frame, even with the newer wide HED Plus wheels. It just isn’t designed for 25mm. As someone else pointed out, you can adjust the rear clearance, so I run 23/25 front/rear.

I know this all too well, as I picked up some 28c 5000TLs for my 4.5 ARs only to discover they were incompatible (thankfully, prior to mounting). But the 7.8s are hooked rims, so no issues with the 5000TLs.
While waiting for data on the new Pro Ones, I suspect they’ll become my go-to tire in 28c for the 4.5 ARs.
I run 7.8 and GP5000TL on my 2017 P2, no issues so far, ~4 months, a few races and handful of long outdoor rides.
I run 25mm GP5000s (tubes) on my 2016 P2 with ENVE SES 5.6 and there are no rubbing issues on the front or the back. I Typically pump to about 80 PSI or so
