I raced last year so I didn’t see the line for signup for 2009. Well I am back in the game going to sign up to do this again in 2010. A few questions …
How bad was the registration line for the volunteers last year?
Are all volunteers guaranteed a spot?
Non volunteers on site, are they guaranteed a slot?
If I do not volunteer (prior commitments keeping me from doing so) I am just wondering my chances of getting registered in the non volunteer line showing up onsite.
The volunteer line was really long last year but I’m pretty sure everyone got in. Not sure about the non-volunteer line - that was really, really long. Probably good to get there early if your not a volunteer.

I am not 100% certain, but, from my recollection and those of my teammates, based on the last 2 years:
The line was really long, but, once it opens, it moves fairly quickly.
All volunteers got a spot.
Eveyone in line got a spot.
Couple things to consider:
I believe you actually have to get online and pay now, so, the line will move more slowly.
All the IM races this year have taken longer to sell out, so, if you are there in person, I think you are pretty much guaranteed a spot.
As Kath21 said, the volunteer line was really long, but I know that all who showed up got a spot. The volunteer line goes first, and moves fairly quickly. The non-volunteer line was much longer, spilling out of the terrace parking lot and onto the street. I imagine all those folks got entries, though, as I think there were online entries available later that morning.
I volunteered, showed up at what I thought was early, still waited in line for 1.5 hours. If you can’t volunteer, show up REALLY early. I believe they start the process at 9:00.
I wonder if it will be capped. It seems like they will take anybody willing to drop the cash on the table, no matter how many enter. As long as they don’t shut it off before I get to drop my money on the table!

As I heard at the signup for Ironman Canada, Ironman will not pass up the opportunity to take money.
