Anti-sodomy laws have almost always been anti-gay laws, but if the state really could have its Big Brother eyeball against the keyhole of every bedroom, it's the heteros (4 in 10 of the adult population) rather than the gays who would would be clogging the jails for the abominable crime. It's really only the lesbians whose purity you can trust.
ONLY if a penis must be involved. Otherwise, I wouldn't be so sure.
