I lived there for 6 months in 2001 right out of college before I started training seriously. So I am not that much help in regards to training options, but I do have a a suggestion for you. Don’t worry about training while there. La Crosse is a great college town with some good bars. Take a couple of days off have a couple dozen drinks a night and have a good time.
They have the World’s Largest Six Pack of beer there…'nuff said.
First, I don’t drink and second, I might go live there, hence questions about training, life etc…
if you bring your bike, install some low gears, there’s some real climbs in the area.
Or, bring a bike with fat tires, fine trail biking there

You’ll be in the midst of one of the most beautiful stretches of the Mississipi River valley there is. The river forms the border of Wisconsin and Minnesota there - lots of dramatic bluffs and valleys for miles - killer climbs and screaming descents if you’ll have a bike.
LaCrosse had a pretty active Hash House Harriers chapter, if you’re looking for a weekend run.
Late April can be a 'tweener time for weather - it’s springtime in Wisconsin, after all. You should be in good shape, though.
The other poster mentioning the taverns in LaCrosse is correct; there are plenty of them and several that are not strictly for the college crowd. I’m sure the people with whom you’ll be working will have their favorites. I’ve been partial to The Casino (downtown with a sign over the sidewalk that says “Lousy Service”) and The Alpine (along the road toward the top of Granddad’s Bluff) for years. For years, The Casino had the best jukebox I’ve ever seen - lots of early 20th century jazz, blues and big band music - Dorsey brothers, Count Basie, and such. Dozens of foreign beers you could find nowhere else. It’s been too long since I’ve been back; I sure hope it’s still there and going strong.

If your home life is set, it would be a good place to live. If you’re looking for a partner, maybe less so.
You’re two hours from Minn./St. Paul, two hours from Madison. Beautiful, and I mean beautiful, countryside. Climate is Wisconsin - we’ve had bitches for winters the last two years; before that, a pretty mild run (for us) for a handful of years. LaCrosse seems to get colder in the winter and hotter in the summer - something about the river valley, maybe.
UW-LaCrosse is a good campus with some top programs. Gunderson Lutheran brings a fairly good-sized medical facility to the community. In general, the UW system campuses bring real pluses to what would otherwise feel like smaller Wisconsin towns.
If you stay out of the immediate downtown area on Friday and Saturday nights, and don’t live among the student rentals near campus, you could go weeks without knowing rowdy students lived there.
But it is a river town, and river towns always have a certain number of pirates and rogues on deck.
What’s high on your list for a place to live? I’m assuming if you’re looking you’ve got an acceptable job option.

Nah, it was more that every couple of years someone goes into the river and shows up dead…is it clumsiness? Drunks? Or…MURDER? Either way, stay away from the river!

I’ve not ridden there, but I think that climbing the bluffs would be great. The La Crosse College tri team is very active.
The running would also be good. I’m not sure where you would swim, but I would guess that you could swim at the University if nothing else.
And the bars, well, the previous posters are correct.
