When I read your title I thought you wanted to do a “real” winter half marathon. 
Phoenix and San Diego…LOL…
How about The Peterborough Half Marathon, in Ontario in February. It’s about a hour and a half north east of Toronto. When I did it three years ago there was two inches of snow on the route the whole way! Great Race (It’s definately worth the drive to Acton! :-)).
