I saw somewhere that he thought that in order for him to adorn the WC bands it should have been won in the current decade. I think that was on the FITTV chasing Lance shows. If you havent seen them, they are very good. Not so much a Lance love fest but more following the Team through the winter and spring classics and lead up to the tour prep.
I have heard during the TDF broadcasts, that the UCI changed the rules on wearing championship jerseys, bands, colors, etc. I believe you are permitted to wear them only during the year of your championship. Many riders wore bands or jerseys in the past, commemorating their past achievement although they were no longer the reigning champion. Now they are entitled to wear them for one year.

I think you are referring to the rule regarding the order of precedence with regard to the Pro Tour leaders jersey versus the reigning World Champion jersey! Earlier in the season, the leader of the Pro Tour was also the current world champion on the road and the UCI insisted that he wear the Pro Tour Riders jersey instead of the World Champions jersey. Former world champions are allowed to have the rainbow colors as piping on their team kit provided it is not overly intrusive but while Lance did have it on his jersey sleeves in years past, he seems to opted not to have it included in his current team kit - maybe because it clashes with the livestrong band currently on the sleeve of Team Discovery’s jersey (or the fact that there is no sponsorship $$ with the WC stripes - grin).
