I think it’s the standard MADD (Mothers Against Drunk Driving) ribbon which you might also see on some car antennas An SDBC rider (Cecy Krone) was killed by a drunk driver a couple of years ago and I assume fresh ribbons are handed out each year at her memorial ride (which happened to be yesterday, the ribbons you have seen being from previous years or other tragedies).
