It does appear to be illegal and not “legit”, and no, it doesn’t invalidate all of the Patriot Act, it just brings into question the safeguards in place to prevent deliberate or inadvertent collection of information in contravention of the law. Unfortunately, it is exactly what people feared could happen with the Patriot Act, and so it will be used as ammunition against proponents of the law.
