What the new UCI bar height rule that affected Cancellara?

Saw this in the Velonews report on the Tour de Suisse final TT. Anyone know the new rule? I’m curious.

“There was a new UCI rule introduced that limited the height of my time-trial bars, and we had to raise them just before I started,” explained Cancellara.

Hmmm, me thinks UCI might be taking a stand against the Praying Landis position…

Looks like the only difference is the height of the extensions…

I recall that the height of the bars can not be above the seat.

It says they had to raise them, not lower. Maybe it was a translation issue though; they are clearly lower.

I saw that in the UCI rules link on the slowtwitch site, but Cancellara’s statement suggests that his bars were too low and he had to raise them. I was wondering if there was a new rule regulating the amount of drop from seat to bars.
