ballpark. I know the right answer is go get fitted at a shop but my buddy is not going to do that. He did go to one shop and sat on a bike, but if you knew the shop you’d come back here and ask too!
He’s 6’2, no back or shoulder problems. BUt is not looking for a very aggressive position.
“True” inseam or “pants” inseam? How sad is it that I am 5’9" and I have the same inseam as your buddy? I have a very stumpy torso But I have a small specialized transition, and ride a 54 road bike.
Interesting responses. I’m 6’3" with a 36" inseam. I ride a 59" Raliegh. I was originally on an old steel Diamondback that was fitted solely on leg length by a bike shop guy who had no idea what he was doing. The frame was WAY too long form my short torso.

Yep. I’m 5’11", and I have a 33" pants inseam, but I was measured at 34" when getting fitted. I currently ride a Valdora PHX in small, but Valdoras have a relatively long tt.
Generically speaking, a 58. I’m 6-1, 34" and have what I consider a pretty average position. Got a stable of 58s and one 57. I debated a 56 for TT/Tri, but opted against the more aggro position for longer events.
I’m 6’2", 34" and ride a 55cm Cervelo P2K. With 20 cm of drop from saddle to bar. For less aggressive, I’d recommend a 58, but it really depends on the brand. In bikes with a tall headtube (i.e. lots of stack) he could probably go with a 56.
