I wonder why you need this without the ability to accomplish transactions…
I use scottrade.com They require a minimal balance which I think is $50 and they offer a very customizable streaming quote system. Also real-time quotes on anything that is traded. I can get 3 free trades by referring you if you want 
Dead wrong on this. Both are delayed by about 20 minutes. Trying to make money based on these sites is very difficult.

Don’t get me wrong, I use google finance quite a bit to track a large number of different things, and it is very good for this. But when you need to hit a peak or dip, you need to be watching it almost tick by tick.
I track the markets and a couple dozen specific stocks with Google, but don’t do any technical analysis with it. I use TDAmeritrade and do all my charting there. But I keep Google up on my second screen all day, just for the sake of keeping an eye on things. I think it’s great for that.
I didn’t read the OP well enough. I thought the 20 minute delay was sufficient.
