WANTED: draft legal racing for more

I am nowhere near elite, and a strong cyclist, so I have no interest in draft-legal events (though I would try one if eligible). That being said, a qualification system that could be used is the USCF bike racing license categories. At the lowest level, anyone wanting to race draft-legal events could be required to have a Cat 4 (men) or Cat 3 (women) license, which requires no more than participation in 10 mass-start sanctioned bike races. This is a fairly basic level for bike racing, but at least ensures that everyone has some experience riding in a competetive group. Higher-level licenses could be required for higher level events. Just a thought.

Try an ITU points race. There are lots on the calendar, and although you still need a solid swim not to end up riding alone, the level is definetely lower than at a World Cup. Usually the only criteria to get into a points race is to have a pro card from your federation.

If you are 24 years old or younger you can do the USAT Future Stars series or any of the regional athlete development draft-legal races. If you aren’t a spring chicken, get your pro card and do an ITU points race as czone said.
