US TT Nationals - UCI Rules?

I was looking over the cool pictures of the US Elite Time Trial Championships & Olympic Trials on Cyclingnews and noticed that a lot of the so-called “roadie” TT positions are pretty far forward; in fact, they don’t all appear to be riding with the saddle nose much or at all behind the b.b., let alone 5 cm. behind it as regulated by UCI rules.

That position looks pretty forward to me, but of course perspective in photos can be distorted and I didn’t get up close to see and measure the bikes. But I’m wondering if this event was enforcing the 5 cm. rule. If so, it looks like many riders had pretty good “multisport” positions that didn’t hold them back much, if at all.

I did the race, they were measuring all the bikes for women and juniors whose events were qualifiers for UCI events (worlds/olympics) the mens race was not a qulaifier for anything so the UCI regs did not apply.
