This is what happens when you really need a frame with a taller stack, but your sponsor only makes one with an extremely low stack.
If he has to use the base bar, he’s gonna smack his chin on the elbow pads!!
The fork crown is a pretty good refence point on most bikes. With the 700c wheel things above that are measureable for fit. That is a HUGE stack above the fork crown. The distance above that fork crown does not leave alot of room for drop in ANY case. Unless he’s about 7ft tall and on a 52cm bike.

Just proves that the only thing better than carbon… is ridiculously more carbon.
I wonder if whoever’s bike that is just is trying to be as “superman-ish” as possible under the UCI rules? The limit on bar height is top of the saddle though…
