Does the aero head tube eliminate it? I wasn’t sure from reading the rules from www.uci.ch. It seems like it’s open to interpretation.

Not necessarily, I understand that if the aero section is just attached, then it’s not legal, but if the tube is made that shape, so that it’s part of the structure, like my Van Dessel (below and www.vandesselsports.com) then it’s ok.
