Leaving an unglued section of tire is NOT safe. It’s a great way to roll a sew-up, and go down hard.
Changing a fully glued tubie takes an extra 10 seconds. Changing Tagaderm on your road-rash every day takes about 2 weeks (about the time it takes for your skin to heal)… you decide.

Why bother with leaving a spot unglued to roll a tire off and take the chance of rolling a tire while riding, when you can cut the fully glued tubbie off in about 5 seconds anyway! When a tubbie flats “its toast” anyway, so i carry a neat little razor blade thingy (made for this exact thing) to cut the tire in half and rip it right off!!
