I have the same issue with bike shorts and running tights as well. Whenever I wear them, I prefer to have the crotch of the shorts against my…nether regions. If I do this, then the waist band his above my belly button, which seems weird to me. Especially with the running tights, I find that I will put them where they are comfortable, but the will fall a little bit. Then I have to pull them up during the run via the fabric on the thighs to give enough to make it right, but then have the waist band up around my neck and I’m tall, so lots of ankle showing.
Unless you are 70+ no article of clothing should go above your navel, ever. If you are pulling your tights that high while you are running they are too big. Go to a reputable running store and ask for help. And buy quality clothing. I run in Nike tights and they fit and wear great. For tri shorts I recommend Desoto’s Forza low-cut shorts. A quality product that sits very low on the hips. Good luck!
For running tights, they fit tight and stretch a lot. I am 6’ and wear small brooks tights. They fit close in the crotch and sit below my navel. The leg comes down to just above my shoes. If I wear low socks, there is a gap. On those super cold days, I’ll wear long socks to close the gap.
It sounds like you may be sizing up for a too relaxed fit.
I am 6’3" and 215, so I have large bike shorts and XL running tights from C9. According to size charts, I’m right there. Are you suggesting sizing down?
You’re only a little bigger than I am, and I waffle between mostly M & the occasional L bottoms, depending on the brand & cut ~ so I’d say you’re more likely a solid L, and XL is too big. They shouldn’t just slip on with one straight pull like regular shorts, especially if you have a thick leg build; you ought to feel ‘compressed’ once they’ve been hiked into place. Especially for racing, I’d definitely size down so there’s no sag & bag.

Have you tried the De Soto Low cut shorts? I have the same problem in my proportions, these have 100% solved my issue. Snug in the legs, sung up against the nethers, and well under my belly button and thus comfortable in the aero bars.
We’ll I certainly wouldn’t call my shorts/running tights baggy or easy to get on. I figured they fill fairly well, except for the issue at hand. Maybe I am wrong.
I had not heard of those DeSoto shorts until this thread. I will for sure check them out.
I might try sizing down next time to a Large or Medium.
