With all the “let’s get more aero,” why doesn’t someone make a LESS-aero wheel on purpose?
I know, riding a 32- or 36- spoke wheel will create more drag, but why not have fins on the rim or something?
There used to be things you could put on your spokes, like plastic sheathes that made them thicker and less aero–are those still made?
so that you can go slower when training at a given average wattage?

Only triathletes would spend money to become less aero. But all of the anti-aero equipment would still have to be constructed of carbon fiber because it still needs to be strong and light while slowing you down.
Ha! I was thinking about one of those but not in so extreme parachute form though. I wanted simulate climbing on flats, cause 5 days a week there are only pancake flat roads with bumps and holes. And one of those should give the feel of those slow epic climbs

To me there is something to be said for training close to the speed you are going to race at, its like if you were motorpacing, it gives your body a chance to adapt to the gear you will be racing in an the speed you will be going on race day. It also allows you to improve bike handling and gets you more accustomed to going around corners or bends in the road at a speed closer to what you will be racing at as opposed to being surprised my how much faster you go with your aero stuff on race day and having to use your brakes.
Try a 5lb frame weight if you want to build strength or fill a waterbottle with sand.

What is the opposite of aerodynamic? Wouldn’t that be aerostatic?
