Yes, That is a Vision or some sort of copy.
Both sets of Vision bars that I have do not have that hollowed out section where the steerer clamp tapers.
They are usually split to the end …like a normal stem. Does that make since?
That may be just a newer design in the pic.
I could tell before I even got to the other replies that this stem/pursuitbar lug was a Visiontech.

Cool link. What a total pain in the butt that casting must be. I still can’t believe the picture you posted is wax.
That process is also called Lost wax,fork crowns and all tind of stuff is cast this way, You make the part how ever you want in wax, dip it in a ceramic surry to coat ,then fire to harden the ceramic the wax melts out, then metal can be poured in where the wax was.
