Hi, I need some tips from the experts for buying a new tri bike without going bankrupt by doing a “smart” purchase… current plan is to get:
Bike: Kestrel Talon Carbon Shimano 105: 1.299 USDWheels: Flo 60 front, Flo 90 rear: 898 USDTotal: 2.197 USD
What do you think? Any other tips to keep it all under 3.000 USD and be fast?

The Cannondale Slice is always an option as an entry level bike.
A used one in very good condition should be around 1200…
The Talon is a pretty old frame, and there are lots of more aero options out there.
You can get a 2013 Shiv Comp/Rival or P2 for $2500ish (less if you go used, ex:http://www.ebay.com/itm/2013-Specialized-Shiv-Expert-Carbon-Tri-Bike-Large-Dura-Ace-TRP-FSA-/131098677165?_trksid=p2054897.l4276).
Consider getting a wheelbuilder cover ($100) on whatever rear wheel comes with the bike instead of the rear FLO to create some budget cushion.
Get an aero frame, since it’s the hardest thing to upgrade. You can add wheels later.
Not an “expert” but I’m a geek so…
First thing I’d do is scrap the Flo 90 rear and get a wheel cover from wheelbuilder.com (or make your own). Roll the savings from that into a proper fit. From there, start shopping for your bike. IMO, it’s ok to buy a used tri bike. They’re generally babied and see very few miles compared to road bikes.
If your total budget is $3,000 (I’m going to assume you have pedals and shoes)
Fit: $300($2,700)
Flo 60: $430($2,270)
Continental GP4000S, latex tubes, valve extenders: $100(2,170)
Aero helmet: $150(2,070)
Seat… your going to want a different seat: $170($1,900)
BTA hydration and misc: $100($1,800)
For $1,800 I’d imagine you could find a used Cervelo P3, used Trek Speed Concept 7.0, or a Cannondale Slice 105. If you dig around, you should be able to find a Speed Concept 2.5 for around $1,200 (probably the fastest aluminum bike ever).
