HSA expenses aren’t validated except during an audit. Better have a Letter of Medical Necessity or you’ll be paying taxes and the penalty if you get audited. I’d guess most doctors can find a reason in your history to write a LMN during your annual
lhysical.
While this is a great option for those who want a new bike and save a bit in tax money, the HSA is actually the most advantageous account structure from tax perspective available. You are essentially getting benefits of a traditional IRA and Roth IRA (a reduction in taxable income today and tax free growth and withdrawals in the future). If you are able to financially, max this account out, invest it, and leave it for much later.

For the mental health bucket of FSA expenditure it does help actually having a therapist.
