Looks to me like Cervelo Test Team just signed on a new sponsor. Happens all the time in pro cycling. I don’t see any merger of teams going on in this case.

Swiss registered does not mean Swiss riders. Switzerland is the base of Cervelo Europe

CTT has several Swiss riders Marcel Wyss,Patricia Schwager to name two. But not the reason they are Licensed in Switzerland.
