Seat angles and femur length

I’ve just recently got back into cycling/duathlons etc. and would like to ask a question, I seem to remember a long time back reading some threads on here and other sites regarding seat angle and femur lengths.
I seem to remember reading that people with short femurs, or femurs that are equal in length or shorter than the lower leg, should ride steeper.
Is this correct? if so can someone explain why? or is it just nonsense?!

Because if your femurs are short, the geometry isn’t as steep for you as it would be for someone with longer femurs.

It seems to me that Long tibia will create a more compressed hip angle between 12 O’Clock and 3 O’Clock so you’ll want to go steeper to open up hip angle.

I’ve got a Felt with an adjustable seat post, so it looks from the article that I’ve ay least got the right bike for me.

My legs are relatively short for my height, and my femur is equal or maybe a bit shorter than my tibia, depends on what I read as to where I should be taking these measurements.

On the subject of measuring my femur and tibia, can someone explain where I should be taking these measurements please?
