Run paces in cold weather

Is there a rule of thumb for how much pace slows as air temperature drops? Today I ran in 20 degree F weather, and while my heart rate was in the correct range, my pace was about 30 second slower than I thought it should be. Is that normal?

For me it’s 30 - 60 seconds/mile. I don’t really know why but I always blame it on wearing so much more clothing and the few pounds of extra fat I tend to have this time of year. Everything always works out by spring though.

Some of it is denser air.

I know that at 25 degrees F, vs. 80 degreees F - given equal poweroutput on the bike there’s something like a 1.5 mph difference.
