for that temp range I just throw on some Pearl Izumi leg warmers. Once you get riding you’ll be fine. On the high end of that range I’d just go w/ knee warmers.
The only way to ride when it is cold:

.
Rapha or Assos 3/4 length pants (Roubaix or not depending on likely session intensity.)
.
I use some hincapie bibs that go down to the upper part of my calves.
PI thermafleece is good in those temps.
+2 on the PI Tights. They are windproof on the front, and breathable on the back. I used mine tonight at 34°F and was plenty toasty. I went with an unpadded version so that I could use them for running, biking, and skiing. I just wear a pair of cycling shorts underneath these when I bike.
I have both the Pearl Izumi Gavia tights as well as the thermafleece. They both have worked great for me. I use the Gavia when the temps are below 35F all the way down to 20F and they have been great. The Thermafleece are nice for temps up to about 50-55F. They do not have the windproof panels like the Gavia.

I have been a fan of the PI bib knickers for a while, but this last October I bought a pair of the Jaggad bib knickers and absolutely love them. They have a little zipper on the front, so pit stops are a little easier, you know shrinkage and all in the cold! http://www.jaggad.com/us/product_info.php?cPath=1_8&products_id=59
Any other options out there or more opinions? I’m in MN and it can be pretty chilly in the morning or after work here in the spring and then again in the fall.
