Here in the north, it is about half that warm and I would kill to ride outside. So man up and hit the road candy-ass!
This was not in insult, but rather a type of motivational speaking I have learned from little league coaches over the years.
Outside, without a doubt. Wind is one of the most powerful elements we can experience. Look at it like the earth in your area is ramping up it’s ventilatory rate, breathing in vast amounts of air. Now go put yourself in the middle of the action! Trainers are stagnant, and it’s tough to have a mystical ride on one, unless I use my handy-dandy mindfold (google it if you need to).

Indeed, I completely agree. It was only 20 degrees here in Illinois at the beginning of the week!
The problem I have with high winds is that the gusts make it hard to have a consistent ride. I’m constantly out the aerobars because it’s really not safe to be in them (I think I’d get blown over). I’d ride the road bike but it doesn’t have chainrings right now. And sometimes it gets so bad that I can’t take a hand off the bar to get a drink, so I end up dehydrated.
Damn, a gust just went by the window as I’m writing this! There is no way that was only 30mph! Central Illinois is crazy!

What does the wind have to be for you to stay inside? I’ve ridden a lot in conditions such as this, but I’ve stayed in a few times when it was sustained above 30 and gusting to 45. That’s windy!
Our club hosted a TT a few years back when the gusts were going to 60mph!! It was completely crazy. There were a few places on the course when riders would go past a house and get a short wind break. When they came out they were blown all the way across the road!

Five days ago here in southern Germany it was around 25 degrees F and it ramped to 70 today, which melted the foot of snow that has been sitting on the ground for the last month. I am so sick of my trainer, that I actually enjoyed the 25 mph winds I faced today. Normally, I curse mother nature if she hits me with wind! Anyway, I would do the ride, just to get away from the trainer. I would definitely try to go into the wind if you can do an out and back, that way you avoid most of the gusts from the sides and have the tailwind when you need it most.

I guess around 30mph sustained, 45mph gusts would be about it.
Just don’t use the aerobars.
60 F and you’re thinking of riding inside. You MUST be a southerner. Up here 60 F is almost a heat wave. I’ll be riding the minute the snow melts. Anything above freezing is outside weather.
