Replacing Tufo Tubulars

I recently posted a note on this forum indicating that I was disappointed with the slow times I was having with my new Zipp 404s and the S3 Lite Tufu tubulars mounted on them. Based on a lot of feedback from this forum (thanks by the way), I have decided to switch to Conti Competitions (650x19). I have two questions:

  1. When I took off the Tufo mounting tape, about 75% of the wheel still has glue on it from the tape. Can I just glue over this or do I have to remove this old glue (6 weeks old)?

  2. If I have to remove this old glue, what should I use (these are carbon wheels)?

I will report (very unscientifically) whether the Conti Competitions are faster than the Tufos and faster than my old Richeys wheels with Bontrager Race Lites (which are considerably faster than the Zipps with the Tufos). I have been riding a ten loop, non-stop 16-mile race course for years so I can (albeit unscientifically) judge the comparative speeds of the wheel-tire combos. So far, my fastest Richey-Bontrager time this year is 42:47 (no snickering) and my fastest Zipp-Tufo time is 44:14. I do mostly sprint tris and usually place in my age group, so this is a significant difference to me. Thanks
