Removing Cable Stays?

A friend of mine recently got a 2004 Trek 5200 in need of some serious TLC. The cable stays, which are aluminum, have contributed to some sort of galvanic corrosion in combination with the clear coat on the carbon frame. Needless to say there is a lot of bubbling, flaking, etc… going on. I have suggested that the frame be “soda” blasted as this is a gentler process than other clear coat removal methods. Any thoughts on this? And my main question is that the cable stays along the top tube appear to be held in place with a rivet or press fitted (I can upload a pic later), has anyone ever successfully removed something like this? Thanks for the help.
