May be a dumb question… is it possible to convert a bike from using 700 wheels to 650??
If you aren’t worried about braking, handling, or looks, yah.
What kind of bike? If it is a Zipp, Softride or a couple others you can do it with no issues.
All you need is a hack saw, a welding torch and maybe some epoxy and you would be good to go.
Basically, no.

If you try and convert the 700c Zipp to a 650 you may have rear brake problems. The rear brake mounts under the bottom bracket and has only about 1/2" of adjustment. Although I’ve never tried this, it could be an issue. BTW I just pulled my Zipp brake off my Zipp frame this morning, cleaned it and replaced the cable. It really may not be enough adjustment to reach a 650 rim…then again…if you cut the track dropouts in a little further, it would work?
