Question about seat/arm position

I’m trying to make some sense of all the position variables that exist.

I understand that saddle position is determined by the effective seat angle you want to ride. From there, your torso position is based mostly on getting the correct hip angle. Arm position follows from that as well. My question, though, is where should your elbows be in relation to the fork tube on a perfectly fit bike. Obviously you can get the angles right on any bike that’s close by installing a different length stem. Just as obviously, an overlong stem is not very preferable because of the effect on handling due to that length and the fact that it would mean a lot of you weight is over the front tire. So, if your top tube is the perfect length, where should your elbows be?
