At photo shoots like the one above they actually have an oil or lotion “specialist” of sorts whose job it is to get all necessary areas shiny and new looking! Hence the glimmering look. Don’t ask me how i know this but I will say I was not the “specialist” in question!

it’s called a tan and oil. as someone in the photo industry, i can tell you that nothing more then some minor retouching (pimple etc…) would be done in a cheap/cheeseball shoot like that. some people just feel better thinking that any photo of an attractive woman must be completely fabricated out of thin air.
